			<content:encoded><![CDATA[<p>Welcome back to debt collection 101, your beginners guide to debt collection. In article two of this series, I wrote about what a debt collector will do after they have located their debtor and informed them of their debt. Oftentimes debt collectors can make it easier for debtors to pay back their delinquent accounts, can be friendly and offer advice, but also have the authority to mark your credit score negatively, and hand your account over to an attorney if you refuse to pay.</p>
<p>In article one, I spoke about the two different kinds of collection agents, in house collectors, and third party collectors. In house collectors are debt collectors that work directly for the creditor, and these creditors are usually financially based organizations like mortgage or credit card companies. Third party debt collectors make up the majority of debt collectors and work directly for a third party collection agency that is hired by a creditor to collect on their delinquent accounts.</p>
<p>Because in house collectors directly represent the creditors, they are not bound by many of the rules and provisions of the Fair Debt Collection Practices Act (FDCPA). However, third party debt collectors are, and there are a number of rules and regulations that they are bound by.</p>
<p>In addition to the Federal regulations third party debt collectors must follow, they must also be careful to abide by the state procedures that apply as well. Debt collection is closely monitored because of the fact that people&#8217;s financial issues have the capacity to be a sensitive issue. According to the Federal Trade Commission, a collector must positively verify that they are speaking with the debtor themselves, and not anyone else before they can proceed.</p>
<p>After they have positively verified that they are speaking with the debtor, the collection agent will issue a statement, known as a &#8220;mini-Miranda&#8221; which tells the consumer that this phone call is an attempt to collect debt, and any information in the conversation can be used to do so. The numbers of rules and regulations for a collector who is calling cross country can be overwhelming. A number of companies use electronic systems now to help debt collectors keep track of all of the rules regarding each call. To be continued in parts 4, 5, and 6.</p>

Give away prizes for the finest and fanciest, set up a swap meet area for trades and sales, and try to make it as professional as the commercial gigs. This is a sure fire hit.</p>
<p>Now that you have club meeting and car shows and pictures to share, why not roll of this information up into one nice package with a newsletter? Here the pictures are in it, the club news, the show dates and times, want ads, and anything else deemed necessary for the enthusiasts in your circle. Everybody likes to stay in touch and know what is going on, and this is a great way to provide those services.</p>
<p>Finally then, when the fun and frolic is over, where do you go next? Home is usually on the minds of many, and what about home for your collectibles? Here may be the very best idea yet: either buy or build a nice, safe, garage for the little guys. Get a display case to store them in, keep them safe, keep them clean, and keep them in view. Every good hobby needs an audience, and yours can be on permanent display.</p>

<p>My Dad particularly cherished his silver half dollars that pictured John F. Kennedy especially as he had once campaigned for him when he was in college. Dad&#8217;s coins were all special to him for a variety of reasons. I don&#8217;t know whether the collection was worth an awful lot, but I still remember the pleasure he took in those coins.</p>
<p>In 2006 the United States Mint has issued a highly singular coin, the 2006 American Gold Buffalo. The Gold Buffalo is redolent of the buffalo nickel that was originally minted in 1913 and is highly cherished by today&#8217;s collectors. If you are looking to invest in coins, the gold buffalo is possibly the one to attain. Even if you are not a coin collector, the gold buffalo is a brilliant investment.</p>
<p>The beautiful gold buffalo is unique in part because it is the first 24-karat gold coin ever to be minted in the US. The front side shows a buffalo in full profile. 			<content:encoded><![CDATA[<p>More than 200 Scranton taxpayers might have be mailed a letter from a debt collection agency they didn&#8217;t deserve. The notices are for garbage fees supposedly unpaid that may have actually been paid. According to officials, the garbage bill for 2009 could be at fault for more than 200 collection notices sent to city taxpayers in error last week.</p>
<p>Officials think the issue might be the way the bills were folded into the envelopes. The bill comes attached to a perforated line above a bar code that identifies the debtor, but because a crease made by the folding of the envelope, a second line under the bar code was formed, causing people to tear the bill off without the bar code.</p>
<p>Bills lacking a bar code would cause a bank not to register the payment. The mailing house that Scranton hired to stuff the envelopes was fingered. If the bill was mailed to the bank, it would be the pay stub in their payment that goes directly to a lock box. The stubs are then scanned and the bar code is read. After that the bank sends the town a list of those who had paid up based on the bar code readings.</p>
<p>Representatives from the collections agency who mailed the letters say that they are taking every dispute from people who may have paid very seriously. Company protocol allows consumers to dispute a collection letter within 30 days of receiving a collections letter. Representatives said that no cash will be collected while they are still sorting out the issue as well.</p>
<p>The company will put research into each claim from people who said they had paid and received the notice. Those that they believe have paid will be absolved from their debt and will no longer receive collections notices and will not be pursued by the collection agency.</p>

			<content:encoded><![CDATA[<p>The idea that die cast model cars are valuable collectors items is probably true, since they have been classed as collectibles since the 1930s. In 1934, Dinky Toys brought out die cast metal toy cars, which presumably parents brought for little boys, who grew up to be men who still liked the cars, and turned play into collecting.</p>
<p>Anyway, contrast these collectibles with Beanie Babies, which turned out to be a fad. Nowadays you see them mainly in thrift shops, not in display cases or mounted on lamp stands. You do see die cast cars in thrift shops, but they are segregated and individually priced, not thrown in with other small toys as the cute little baby animals are.</p>
<p>Why collect car models? Well, why collect anything? You either get it or you don&#8217;t. But collecting these little (3&#8243;) or not so little cars (10&#8243; &#8211; 12&#8243;) does make sense to a lot of people. To begin with, they may have started as toys, but they soon developed in to scale models, or miniaturized representations of actual vehicles. They are true to life in proportion and detail, thereby rising above the toy level to the distinction of true models.</p>
<p><a href="http://www.diecastbymail.ca/">Die cast cars</a> have traditionally been made of metal of one sort of another, or a combination of metals, forced into a mold while molten, with much pressure to fill the mold and to allow the metal to harden. Today you can also have die cast (or diecast, since the terms are used interchangeably) plastic cars. The metal ones are the collectible ones of choice, it seems, although early plastics have definitely become collectible, so who knows?</p>
<p>The models are still being enthusiastically made, and the age of the model does not seem to automatically raise the price. As in the original, actual car, the appeal is in the eye of the beholder. A model car may be a remembrance, of the VW bug that was your first car, of the memories that are aroused by the sight of a 1969 Mustang convertible, or of sitting on the floor watching the General Lee fulfill all your six-year old ideas of what a car could do.</p>
<p>It may also be as close as you will ever get to owning a Ferrari, say, or a Lamborghini. If you really always wanted one, somebody is sure to give you a model for Christmas sooner or later. If you really rate, it may be a premium model with doors that open, a steering wheel that turns not only itself but the wheels as well, and a working suspension. If your friends really get carried away, they may get you one with a working internal combustion engine, although they are venturing close to the toy line here.</p>
<p>As in all collecting, it is wise to focus. You may want to start with police cars, with all the versions of the Batmobile, with cars from famous movies, or from the era of history that interests you most. The choice of models in all these categories and more is very large, and there are many manufacturers who used to and/or are still making these small vehicles.</p>
<p>It can turn into a hobby, too; you may want to put your cars into display cases and hang them on the wall, but you may want to restore them, airbrushing on bright, glossy colors, or set them in dioramas with little, die cast gangsters or carhops or service men just the right scale to match.</p>
<p>Anyway, model cars are valuable collectors items &#8211; valuable in terms of the fun of it all if not in the investment possibilities.</p>

			<content:encoded><![CDATA[<p>Looks like another library is getting tough with customers. In a localized area of Australia, nearly $30,000 worth of books, DVDs, CDs and magazines are outstanding things at libraries.</p>
<p>Shockingly, one borrower owed almost $2500. After you are done scratching your head and wondering why the patron didn&#8217;t just buy new books from a store, allow me to bring to your attention that more than 930 items worth $11,467 still need to be returned to the Aussi Town Campbelltown&#8217;s libraries at Campelltown and Athelstone.</p>
<p>It doesn&#8217;t end there; the Norwood, Payneham and St Peters libraries have 659 outstanding loans worth almost $17,951. Interesting fun facts include the fact that one of the clientele owes $2438 in overdue fees and replacement costs, and the most overdue item at the Campbelltown library dates back to another era- April 21, 2006.</p>
<p>Library services manager Suzanne Kennedy pleaded with the public to return the books.</p>
<p>&#8220;When borrowers don&#8217;t return media items, or hold on to them for far longer than the normal lending period, they are stopping other fellow borrowers from enjoying those resources.&#8221; Ouch. Some pretty strong words there. Kennedy continues: &#8220;Ultimately, for each item not returned or replacement costs received, the council has to replace, which means that it cannot purchase additional items in its collection.&#8221;</p>
<p>Adding to the seriousness of the situation is the fact that the number of residents using the libraries was growing, making it even more important for the books to be returned on time. Local libraries charge two dollars for each late notice plus misplaced. When a patron&#8217;s debt gets to about $100, they are passed on to a collection agency.</p>
<p>According to Campbelltown&#8217;s acting library services manager Tamara Williams, patrons paid up when the agency became involved. For now, it is the best these libraries can do to get their fine money&#8230;that is until they can hire some more threatening looking dorks to work the counters.</p>

But most of the time it is sort of like that rude mother in law coming to pay you a visit at your house. You are aware that she is coming to stay, and you are not looking forward to it, but you are too nervous to ask or even consider how long she might be paying you that visit. OK, so that analogy wasn&#8217;t that great. But anyway, read on to see just how long negative marks will stay on your credit history.</p>
<p>First, there are errors on your credit score. This occurs when something that you did not do, or an account that does not belong to you shows up on your score when you review it. These will be removed immediately. Finding and removing mistakes on your credit report are an important reason why we should check our credit scores at least once a year. If you do locate a mistake, or a negative account that isn&#8217;t yours, get in touch with the credit reporting agency and the creditor too. Within 180 days you should be able to have that negative mark taken off your record.</p>
<p>Whenever a creditor pulls your credit report (which means that they ask to see it), something called a hard inquiry will be reported on your record. If it is only an occasional hard inquiry this most likely won&#8217;t hurt. However, if there are a large amount of inquiries recorded on your record, this will generally make prospective creditors think that you need the cash and you need it fast.</p>
<p>If a potential lender looks at your credit score and sees that they are the tenth financial institution that you have asked for credit, they will have cause to be suspicious. Even though the credit reporting gods will concede that people shop around for loans and credit, and say you have, two weeks where you have a lot of inquiries, they will take that into consideration and not penalize you too much, the bottom line is that the more hard inquiries that show up on your report, the lower your score will be. Hard inquiries can stay on your credit report for up to two years.</p>
<p>Not all inquiries will negatively affect your credit score. A soft inquiry is when you check on your own credit score, or when potential creditors check your credit to see if they want to make you any unsolicited offers of credit. In fact, creditors see soft inquiries as a good sign. If you are checking your credit report regularly, you are most likely a fiscally responsible person. To be continued in part two&#8230;</p>

I wrote about shareholders, who are people that own one or more shares of stock in a joint stock company and &#8220;share ownership&#8221; of the company. I told you that they have special privileges depending on the class of stock they own, and that they will use their shares as votes in the election of members of the board of directors of the company.</p>
<p>Even if you owned fifty percent of a company&#8217;s shares and therefore own fifty percent of a company, you don&#8217;t have the right to use a company&#8217;s equipment, materials, building, or other property. This is due to the fact that the company is considered a legal person that owns all of its assets itself.</p>
<p>Although owning shares means part ownership of a company, it doesn&#8217;t mean responsibility for liabilities. If a business goes under and has to default on loans, the shareholders won&#8217;t be liable in any way. On the other hand, when it comes time to repay loans and debts, the creditors must be paid first, oftentimes leaving shareholders with nothing.</p>
<p>Shares of a company may be transferred from shareholders to other parties by sale, and stock markets have been established for trading shares and other derivatives. Although there are various methods of buying and financing stocks, investors will generally be represented by stock brokers, people who buy and sell shares of a wide range of companies.</p>
<p>Stock brokers can be full service, or discount. Full service brokers will charge more per stock trade, but offer advice when it comes to personal finance or investment. Discount brokers will offer few or no advice but charge less of a fee for trades. A third type of broker would be a bank or credit union. Another way to purchase stock is to purchase the stock directly from the company itself. If you own at least one stock, most businesses will allow you to buy shares directly from the company. If you get in the habit of shopping these huge toy sales, you can save a lot of money and perhaps stock up on a few gifts that you&#8217;ll need throughout the year.</p>
<p>Many retailers will start their toy sales a little after Halloween, but they&#8217;re not in full swing until Black Friday. Black Friday is the day after Thanksgiving and the day that retailers everywhere drastically cut the prices on many items in an effort to draw people to their stores. Millions of people start their holiday shopping on Black Friday so they can save as much money as possible. Also, some stores drop their prices even further during the week before Christmas. They want to attract those last minute shoppers that are desperate to find the perfect gift.</p>
<p>You should be prepared to start shopping as soon as the toy sales begin, especially if you are trying to get one the season&#8217;s hottest toys. Some of the more popular toys sell out in just a few days. On items like this, if you don&#8217;t act quickly, you may have to pay full retail prices and wait until the holiday season is over.</p>
<p>It&#8217;s likely that you could find these popular sold out toys on auction sites like eBay, but you can expect to pay a pretty penny for them in most cases. Sellers will deliberately purchase a large quantity of certain toys that they know they can make a profit on. Though this seems a bit unfair to the people who actually want to buy the toys for their children, it happens every single year without fail. To save money, it&#8217;s best to avoid shopping on eBay for popular toys because they can get way overpriced and you may be left with buyer&#8217;s remorse which can be frustrating. Why help sellers who are purely after taking your money and making a profit on hot ticket items? It&#8217;s just not fair.</p>
<p>It usually pays to watch for toy sales that take place at the beginning or end of each season. For example, in the spring you&#8217;ll likely find summer toys like pools and other outdoor toys, but in the fall, you&#8217;re going to see more toy sales that feature indoor toys or those that are suitable for the snow like sleds.</p>
<p>Toy sales occur pretty frequently, you just have to watch out for them and take advantage. You almost never have to pay retail prices for new toys if you do your research.</p>

<p>If you are a parent with children that attend private school, consider moving them from private to public. For parents, the idea of moving their kids from one school to another can be unsettling. If this is not something that you as a parent are willing to do, you can always ask about applying for financial assistance from your current school.</p>
<p>It is also possible that your living environment is sabotaging your ability to make ends meet. Just last decade, we were afraid that if we did not purchase at the very moment that we would be priced out of the only neighborhood we wanted to live in. It&#8217;s a hard decision, but it very well may be that selling your home is a solution that you have to consider. While it is a conventional pearl of wisdom that your house is the asset you&#8217;ll retire on, and the most valuable asset in your portfolio, unless you can afford to make the payments, it&#8217;s also going to be the one that can be your downfall. Switching a larger house for less expensive can be an option, but you also may need to consider renting for a while. Bear in mind that if you can keep the cost of moving low, renting will save you the cost of homeowner&#8217;s insurance. (Renter&#8217;s insurance is much less expensive.) Other things you will save money on include yard care, and commuting costs if you can find the right location to rent from.</p>
<p>If you can wrap your head around it, there is probably another, less expensive way for you to get back and forth to work each day. Think about it. Could you get by without a car for a bit? Not only would it save you the expenses of paying for the car itself, and it&#8217;s upkeep (oil changes, repairs etc) but factor in gasoline, auto insurance and parking. And if you feel as though you cannot go without a car, what about trading in your expensive car for one that runs just fine but is used?</p>
<p>Many times, simply thinking outside of the box is all that it takes to get yourself out of a situation that you find is difficult. If you take a calm approach to your situation with an open mind, you may find that the solution comes easier to you than you ever thought possible.</p>
